I don't get it.
Consolidate IS a copy.
If you set your bin to show the media, it will copy it.
If you consolidate your sequence with huge handles, it will copy it.

If you have 32 TB of material and a an idiot for an offline editor, blame the one who hired him.

How hard is it to make a small sequence with known small stuff and run a stupid test?
(Less work than the group has invested in this…)

Consolidate of any form makes new master clips.  This means that I can not easily swap revised sequences or sub sequences without having to do some relinking dances.  And the offline editor is not super savy. 

I will just have to consolidate and have the offline editor work from that sequence / media.
This "no ProRes Complete File Copy in an AAF" limitation is another example of Avid not keeping features current.  You can consolidate ProRes but you can just copy it?!?  Crazy.

Thanks for the ideas.  I was hoping for a third party trick. Automatic Duck had a tool that supposedly did this.  Whoever bought it still advertises it but at a pretty high (these days) price.
