My (very old) Avid uses FrameFlex to do all this IIRC.
(Haven't touched it in a long time I must admit.)

This setting determines if the clip needs to stay in 'real time' playback, or that you want to play it frame by frame.

When subsequently transcoding or consolidating that clip into native MXF Media (if you so desire), will prompt a question to either 'convert' the framerate or 'keep' the existing framerate.

If you used classic File-Import, the framerate conversion will be baked into the imported clip, so you will have lost all the 'extra' frames to make a proper slow motion.
