I forget the details, but Carbon Copy Cloner has a big blog post about issues like this and why it has gotten very difficult to make bootable external drives. Thanks Apple.

"Boot volume" is now plural under these new OSes with APFS. At a lower level, you get the regular volume, and the "- Data" volume.
