Thanks all. Here are the issues that make all your suggestions not work in this case.
There is well over 32TB of material. And I do not need any more than what is currently in the sequence.
Consolidate of any form makes new master clips. This means that I can not easily swap revised sequences or sub sequences without having to do some relinking dances. And the offline editor is not super savy.
I will just have to consolidate and have the offline editor work from that sequence / media.
This "no ProRes Complete File Copy in an AAF" limitation is another example of Avid not keeping features current. You can consolidate ProRes but you can not just copy it?!? Crazy.
Thanks for the ideas. I was hoping for a third party trick. Automatic Duck had a tool that supposedly did this. Whoever bought it still advertises it but at a pretty high (these days) price.
