I did find a solution for this if anyone runs up against something similar. There is a 90 degree rotation button in Zoom that is on the video settings video preview screen in the upper right corner. If the Zoom is set to Raw Lumina Camera camera input it takes in camera raw data directly from the camera and if it's set to the Plus Lumina Camera input it is taking in a feed of a virtual camera. Zoom treats each input separately in regards to the 90 degree rotation setting so someone had hit the rotate button twice while using the Plus input which had no effect on the raw input. Maybe this might help someone down the line.
