I have seen this issue forever. I have also seen scenarios where Dip to Color effects were used with a clip on an upper track, with B side video on a track below, that when it comes to online the Dip to Color corrupts and won't allow replace because it wants handles on both clips the length of the entire dip. This is one of the reasons I like to replace Dip to Color with full screen title tool on a track above and animate the dip with keyframes.
This might seem like a noodling process, but one steps in, add a keyframe where you want the Dip to Color to be 100 percent, then select "Add Start and End Keyframes" which creates and selects the keyframes then drag to zero. This also makes custom duration Dips to Color easier to do as well, because when you cut over the full screen title key, it can be what ever length you want on each side of the effect, and you don't have to worry about handles.

When a dip to color is placed at a cut point duration 6 frames starting 3 frames from the cut the effect doesn't go to full white in the middle at the cut point or to full black if dipping to black. I'd understand if I did an asymmetrical effect but 6 frames starting 3 frames before the cut is a perfectly centered effect. Why isn't foreground at the 4th frame automatically?
