You left out a lot of variables...

Does this only happen in Avid?

If it happens in all apps, including Finder (assuming this is Mac, since
you mentioned PRAM), have you tried another mouse? Another USB port? Is
it a wireless mouse? If yes...Bluetooth interference? Battery level?

I was having issues with a wireless Apple Magic Mouse, and it ended up
being Bluetooth interference in my workplace. Switching to a non Bluetooth
wireless mouse solved it.

If its a wired mouse..do you have any other USB devices connected?

BTW, a bad mouse plugged into the keyboard could cause the keyboard not to
work, and vice versa...

Can you try another keyboard?
