There is no standard, but most acronyms are all-caps, so I agree with you that FPS should be used for frames per second and I disagree with you on the other 2 forms(Fps and fps).

Please cite the source for this standard.

My opinion is that FPS, Fps, and fps ALL stand for frames per second.
Nobody I know ever anywhere uses fps for fields per second. There's no
acronym for fields per second.
