You simply can't "edit" a finished DVD which is essentially what the VOB files are. Although we sometimes treat VOB's as simply a muxed AV file, they are much more complicated than that. The VOB files contain everything for the DVD, video, audio, menus, controls, stills, captions, etc...

Even if it were possible in theory, there's no reason to build such a tool.

Also, unless it was highly compressed, a 90 minute movie won't fit inside a single VOB. VOB files on DVD are limited to 1GB.

As others have described, you can deconstruct VOB to extract some of their components, such as the elementary streams, and rebuild the DVD, but that's really your only option.
