Jeff,
You can use MPEG Streamclip to demux the files... this will split the
program stream into two separate files but there is no re-encoding
involved so the quality will be unchanged. Ditch the old audio track,
save your fixed audio track in the same location as the video file, and
import both into your DVD authoring system of choice for menu creation
and burning.
I don't know if there's any way around having to rebuild the DVD... the
only way I know to create a Video_TS folder is through DVD authoring
software of some sort. You can even toss the two files into Toast and
have it make a DVD with or without generic menu.
