Requiring the device puts a hold on the exporting process. I'm sure there is
plenty to do before it starts writing to the disc. And with it being a
professional level format, I would expect users to understand where on the
disc the files should be when the drive is available.
In the case of what goes on here, our client (pro sports broadcast) would
like to create an XDCAM disc image or a specific folder here at home, and
ftp that to the crew that's on the road with the deck. I know that can be a
big file, and I'm not advocating it, but it does hold up work getting done
when the deck isn't in town. The team eventually bought another deck. Still
sounds like a dongle to me. Hardware being required to export a file.

Actually, think if it as the same thing as doing a digital cut to a VTR -
only in a file mode. To do an "XDCAM export" means that it has to be written
to an XDCAM disc in a manner that the deck can play it as video.
