Actually, think if it as the same thing as doing a digital cut to a VTR - only in a file mode. To do an "XDCAM export" means that it has to be written to an XDCAM disc in a manner that the deck can play it as video.
XDCAM discs permit you to use them as a general data disc as well. This means you could export a self-contained file in an XDCAM format (not sure of this on Avid) and simply copy it to the disc. In that case, I don't think the player would actually see this file or be able to play it out as video, since it wouldn't be in the right folder and have the right metadata or wrapper to play as video.
You could back up to the disc as you would any other file type. That's simply another way of using the format as an archive medium.
