you can only switch the project settings in the same frame rate family - but into different resolutions. I.e. starting UHDp59.94 going to 1080p29.97 and back to UHDp59.94 is fine - though you cannot go from 1080p29.97 to 1080i29.97… 

If you create a new project (blank) and then go to the project settings Avid will show you your ways of switching the project. I'm not too familiar with 29.97 /23.98 to make a statement on that – my best guess is: create a project, open it and then check the offered possibilities.

Only for interlaced delivery derivates (after color / audio etc) we create a side-project.

When I create the project, do I need to set up for 4K or 1080?
Or are we talking two projects and sharing bins?

One bin for each camera card. Select and transcode to a low resolution, then edit. When happy (are we ever?), duplicate sequence and select it. Re-open original camera bins and select all clips (even those you didn't use). On the selected (low-res) sequence, either right-click or Clip menu and choose Relink. Choose 'Relink to selected items in all open bins'. go for it. Grade and finish.
