I got info from Netflix today and the solution is to change color management to separate the timeline color space and the gammut. Checking the box allows setting timeline color space to P3 D65 then in the Gamma pulldown choosing ST2084 makes the export work correctly. According to a Dolby contact this is considered a bug in Resolve. I see know change in any aspect of the projects levels after doing this but when I export the output levels no longer come out about 50% low. Nothing like herding HDR Cats.
