You can only Freeze Frame from the Source side, and only from master clips. If you put a sequence or a group clip into the Source monitor, you have to match back to the original master clip in order to do a freeze frame.
I don't know if this holds true for adding a 0% speed effect to a frame, but to create the actual freeze frame with its own media, the above is true, and in my experience, always has been.
I'm not on MC 2019 yet, but I've worked on all previous versions of Composer.
For the record, Freeze Frame was always a menu item, but they moved its location in 2018. Not in front of MC right now, so I don't remember exactly where. I've got it mapped to my keyboard, and I remember having to search for it after we upgraded.
