So it turns out the I/P Mode on a Sony PVM-2541 is greyed out when fed a progressive signal. It is only active when fed interlace or Psf signa
If I set the video output hardware to HD then in the Avid DnxIO video desktop I can select Psf output and the I/P mode is no longer blacked out, Sony blacks out unavailable function on the monitor so greyed out is not applicable here.
The kicker is when fed Psf I can set the monitor to IntraFrame mode, the fastest processing, and using my Sync Check the the video is only .3 to .5 frames late. Unfortunately if I set the video hardware to UHD so I can feed HDMI in 4K and take the spigot 3 and 4 on the DNxIO for an HD downconvert the signal is progressive as there is no Psf in UHD. This results in video late by over 1.5 frames. I have some behringer audio delay boxes but they introduce hum and I never figured out a way around that.
It seems when fed a progressive sdi signal the PVM-2541 defaults to the more lengthy processing of the InterFrame I/P mode. Or is there something about how the monitor processes the progressive signal that causes the delay. It seems weird because in Psf mode it's really close so why would the sdi being progressive delay the processing so much. It's the same amount of info just fed sequentially instead of serial. I guess I'm not sure how the monitor scans the screen. I get that Psf facilitated tape decks designed more for interlaced signals to begin with but why does the SDI video signal scan type effect monitor video delay so much.
I know that newer A250 models eliminated the I/P Mode control. I'm monitoring the embedded audio out of the PVM-2541. If only sony had delayed the audio out of the monitor to sync with the display delay. Maybe that's what they started doing in later models. Taking the audio straight out of the DNxIO instead of the monitor audio out only changes the offset about 4 milli seconds.
Oh well life once again is plus or minus 2 frames.

Thanks for checking. They didn't change the software version as I asked them to let me know if I was up to date and they told me there hadn't been an update since the flicker free mod. I did find in the manual that controls that are blacked out aren't available. It mentioned key inhibit but that's not on so there must be some other reason these aren't active now.
