I think I will do the 2019-003 Security update, and try the matching set of Nvidia drivers, when I can afford the downtime.
Perhaps the fix you were thinking of is the one provided by this script on GitHub:
Among other things, it will allow you to install whatever web-driver package you want, and it patches the driver file to permit the installation.
I used it to install an older version of the web driver, and it did work, but didn't get me to my ultimate destination...
