Awhile ago I ran into a problem with mixdowns and 10-bit outputs.
If you do a mixdown of 10-bit source material and your timeline is NOT set to green-10-bit quality then the mixdown will be truncated to 8-bits, even if your mixdown codec supports 10 bits. It doesn't relate to P vs I. but it sounds like it could be exactly what your CC person is reporting.
I saw this about 1.5 years ago, in version 8.x, wouldn't count on it having been fixed without testing to prove it.

Is there any truth in the Avid mistake on downsampling when going from P to I or should I investigate further?(I'm not sure what Avid version did do the output, let alone what has happened in between….)
