If you are talking about "Universal Mastering" when you say frame rate conversion my understanding and experience is that Universal Mastering is available with NitrisDX and now DNxIQ.  The original DNxIO doesn't support it.

Universal mastering is where you can output from a 23.976 and I guess a 24.0 project to 25Fps or 29.97 adding 2:3 pulldown.  I'm not sure if going to 25 Fps speeds up the 4 percent or if there is a Frame, or perhaps 2 fields added to add pulldown to 25.  I've not had to universal master to 25 Fps.

In order to maintain proper pulldown cadence when going from 23.976 to 59.97I of 2:3 you have to make sure in points are on an A frame and outpoints are on a D frame otherwise the cadence may be inconsistent at insert edit points.  IIRC with the Meridian Symphony Universal Mastering you couldn't make a digital cut on an incorrect frame as it would adjust to the nearest acceptable frames for in and out points automatically.

I can't recall off the top of my head if there is a provision for anything other than 2:3 pulldown addition.  Some networks now require 2:2:2:4 pulldown to avoid split frames which mess up the encoding for the streaming side of the network content.  I know I can do that in a timewarp upgraded motion adapter but haven't seen that choice in Universal Mastering but it might be there.  The problem with the motion adapter approach is each shot will start on an A frame regardless of the outgoing pulldown frame.  Using a video mixdown will allow for a proper cadence because the entire sequence will be one clip and as long as you are mindful to have maintained the proper amount of filler at the top for bars and town the program start at 1;00;00;00 will be an A frame.  Visually it's not that big a deal but when the program start is on a full frame picture can start on the 2nd field and some networks will flag that.

The Symphony option is a one time cost and does not add to the subsequent support renewals.  Try it you'll like it.

1. With Symphony, do frame rate conversions still require Nitris hardware, or can Symphony do it purely out of the software?
