Link to Media, then Open Source Settings and change the playback frame rate,. Note the duration changes because its using every frame. Transcode to Dnx-hr.
You could also Link and Transcode first, elect to keep the original frame rate, then adjust source settings on the transcoded master clip.
No console trickery needed.

I recall hearing there are new ways in version 8 to deal with a clip that doesn't match the projects frame rate.
