Try Freeplay Music. I needed music a couple of days ago for a crowdfunding video for a not-for-profit and found what I was looking for without too much hassle.  The web interface is a bit clunky but serviceable.

Most of our clients have deals with all the typical, good needledrop libraries, like Extreme, Megatrax, etc., but without those blanket deals, we're paying per-use fees. I'd like to find something cheap, for my cheap clients, that doesn't totally suck.
