Resolve does not require the use of Blackmagic hardware. However, you need Blackmagic hardware if you need any form of video I/O, which includes SDI- and HDMI-based monitoring on an external (and hopefully calibrated) display. I would imagine that a number of users who are delivering for web-only don't own Blackmagic hardware -- or an external monitor.
