[Avid-L2] Scaling Limits in 4K and in general more refined software/console commands?

On my current True 4K Project 4096x2160 shot with Panasonic Varicam35 to AVC Intra 422 10 bit YUV creative is attempting extreme blowups.  The tests they have sent to online are in the 200 percent range.  3Dwarp was used to blow up the picture.  Back in the day I was in the habit of using Reformat to do blow ups to avoid the Pinnicle Card's poor video processing.  That no longer applies as things are all done in software not hardware these days.  I've read over the years about certain console commands that yield better scaling quality.  So I'm curious I still use reformat out of habit but is the scaling quality of 3D warp any different than a reformat?  What is the best way to scale images in a True 4K project, and or in general?  Would Frame Flex yield cleaner results?  I think of Frame Flex more like moving picture or pan and zoom where if the source material has more pixels than the target resolution you can get better blow ups and pan and scan without artifacts but in my current project the source material is the same as the raster size so that doesn't apply in my mind.

Also what Avid effect would best translate into resolve for these resizes?  I don't think Resolve understands 3D warp but I think I've read it does understand resize effects.  I really wish it would understand either or better yet reformat effect as that is my habitual tool for resizing.  Can someone clarify what translates to Resolve.

Does Resolve with it's floating point magic do vastly superior blow ups.  I would think so but don't have any experience comparing the results.

With the 200% blow up the softness of the 3D warp effect, even when viewed in HD, was very noticeable and deemed to be unacceptable by a quick QC test done

There also seems to be some unrealistic expectations from the creative side and they keep asking if we are using the camera raw for the blow up tests, which I did, but in this case I think they are confusing the potential of the generic "Camera Raw" format with what we have which is camera original AVC-Intra which is more limited in information.  Now my gut says limited or not blowing something up 200% is asking too much of anything.  Are there some superdooper scaling devices or software that can work miracles in this case?  TIA
