I've been out of the online world for a while, but as far as I know, there isn't a 720i project rate. And both the 1080 and the 720 projects are progressive, so there shouldn't be any fields do deal with, just frames.
Will give the motion adapter suggestion a try.

In this scenario, I would have it set to Duplicated Field, Source: Progressive, Output: Progressive. There it should be a simple 2:3 frame duplicated pulldown, no blending.
