My bet is that Netflix might not accept 4K content if that 4K was up-res'd. But surely they will accept it as HD. I think I would be OK with that idea - I think networks handle HD the same way (content up-res'd from SD is not acceptable as HD content). Perhaps Netflix is trying to uphold a certain level of quality.
I agree though that if it comes out of the camera as 4K, it should be acceptable as 4K. I would take Alexa extrapolated anything over GoPro true pixels.

ALEXA 65mm camera would be true 4K, but these are rental-only. So they'd rather have something shot with a Sony FS7 to a highly compressed codec, rather than a better camera like an ALEXA with some slight in-camera up-conversion - generally recorded to high-quality ProRes or ARRIRAW.
