You haven't really described what the actual problem is. I can't tell if the decks aren't seeing the format of the sync as valid or is it a timing issue. If all your gear is in the same rack then it is highly unlikely there is a timing issue unless the output reference timing in the Avid is adjusted to an advance or delay that is outside the deck's input timing window of acceptance. As has been mentioned if there are slaving sync generators involved that can cause discrepancies in the the sync timing.
The issues I had with the phase relationship between tri level and black burst was in fact using a slaving tri level generator that didn't allow for the adjustment of the genlock phase in the particular configuration I was running. It was an Ensemble card in a rack unit. When I replaced it and the black burst generator with an AJA Gen 10 unit to supply both black burst and Tri Level the issue went away.
One other thing is that I remember there were some DA that allowed you to adjust their delay. Perhaps there might be some of those type of DAs in your sync distribution and they are causing differences in sync phase. I'm just guessing on that but I seem to remember some delay options on GVG DAs that had option installed. It probably cost more for those DAs.

All of the gear is in the same rack, but the cable lengths could definitely vary by 15 feet or so. The DA cascades from one card to the next but I think it's a pass thru loop. Food for thought.

It's odd all I've ever pushed around is cvbs as reference and I've never had a problem in 3 decades. I think the trick is just cutting all my reference cables to the same length when building facilities and feeding them from vdas fed by similar length cables from the sync generator.
