Using Premiere on its own, you can use the Media Browser panel to view (read only) the contents of other projects and import only the sequences or media that you need. Importing sequences this way should prevent unnecessary duplication of media already within the project.
If you want to work more collaboratively, you might want to look at a multi-user project sharing workflow using Adobe Anywhere:
