A 5.1 track counts as 6 of your 24 total.
It does not. You can create 24 7.1 tracks if you want. But you cannot hear them all simultaneously.
Like in PT (and since MC6.5) we have a max amount of voices: 64. Meaning that you can monitor up to eight 7.1 tracks simultaneously. Or 16 mono tracks, 3 stereo tracks and seven 5.1 tracks. Or whatever combination that gets you to 64 voices.
