Hi Mark, 
Thanks for your effort to help -- much appreciated. 
I ended-up trying all the usual suspects (mcstate, user settings, full shutdown), in addition to trying aggressive settings on the compressor/limiter. Nothing had an effect. In a last ditch effort I reinstalled mc and that cleared up whatever was broken. 

I'm now happily compressing ;)

Perhaps the input audio isn't reaching the threshold? Try bringing the threshold down until you see gain reduction of about 3-6 dB, then bring the makeup gain up to compensate.

Hi L2ers,

I'm stuck working on v5 for the next week.
I'm applying an RTAS compressor to a mono dialog track.
On the Audio Tool (the meters),
shouldn't I be seeing the effect of the compression on the levels
(i.e. see the original output levels lowered)?
I've even tried setting it up as Limiter, and again I see no change
on the meters.

Any insight is appreciated.
