Did you try exporting "same as source" and compressing to MP4 in another app. My sense of the quality and compression size of Avid-compressed files is that it is inferior to compressing in Squeeze or Compressor or Adobe Media Encoder. I have never EVER in 23 years on Avid exported an MP4 file directly from the timeline.
