Why are you match framing? What purpose does that serve? (yes, I know what match framing does, but why are YOU doing it?)
To answer your question, though, the answer is a resounding and definite and easy YES.
Go to your Settings list and into Composer settings. In the Edit Tab DESELECT "Auto-create New Tracks"
Personally, it would have made more sense to put this setting in the Timeline settings, but at least you have it.
