No.  The comment referred to a two monitor setup, where the left monitor is the bin monitor.  The single monitor setup I have works differently.

Very helpful, thanks. This helps me address another issue that was driving me crazy, but it doesn't address the "New Bin" problem. 

Every new bin I create appears UNDER the upper right corner of the project window sized so small that I can't see it. I have to double click the New Bin in the project window to bring it forward. Move it. Rename It. Resize it. And select a view.

Really?!  Is this just me?
