But not -9dB True Peak. If -9dB is the spec, it is -9dBFS, not -9dB-TP. TP is used in the new loudness specs like R128 and A/85. Both allow for way higher peaks and a more dynamic mix, but peaks are measures as true peaks and still need to be under a certain limit. The Nugen one is a very, very nice limiter for that.

The Grimm tools (and other loudness normalizers) will help you get your mix to the R128 or A/85 spec. But that is not what you seem to be after. If you want an 'old style' -9dB brickwall limiter, check out the very affordable Massey L2007 plugin. You could probably also use the Nugen and use its -9dB Broadcast preset. The Nugen one is very popular and has way more features (e.g. it handles 5.1 and 7.1).
