/Users/[USER]/Library/Font Collections

In Mavericks, use Go to Folder, or hold the option key with the Go menu open to reveal the "Library" option. Since none of the collections I had were meaningful to me, I simply deleted them. You might want to save them elsewhere are put them back one by one.
