This is typically a driver issue with the graphics card, not the video card. When the clip is playing it 'windows' on the graphics card. When it's paused the whole graphics card is refreshed at a slower rate. I vaguely recall an adjustment for this on older pcs with certain nvidia drivers; haven't seem the problem in years so can't tell you how to solve it. Better or newer graphics card might be the solution.
