Looking at the Avid web site New Blue V.2 comes with subscription and V1 comes with perpetual license.  That seems a little F'd up to me.  Here is from the site:

NewBlue Titler Pro is v1 all the way if included in MC. MC7 has v1, assume MC8 will as well.
