DigiEffects Damage plug in has a specific effect called Artifact. I think that's exactly what you're looking for

We need to hunk up some decent footage to make it look like it was shot with a WebCam, maybe glitchy, blocky, but not look like ntsc transmitted video.
Any favorite tricks to recommend? A quick browse of bcc and I like tile mosaic, but it's too... Regular. Scan line and damaged tv feel too analog.
