When you say the safe color is ignored what exactly do you mean? I recently took a look at this thread Mr. Spano posted about how once rendered the Safe Color Limit has errors introduced:

I redid the test on my sndx mac 6.5.2 and the problem still exists and while it does limit most things the render reintroduces some extra specular overshoots which is annoying. Overall it does limit but there was a noticeable difference once rendered but the signal still past my Tek alarm set to default 1% area. Could you be seeing some of that behavior?
