Not like in FCP. There are some cheats though. If you stack the effects on the next video track up, you could make a sequence out of that and cut it in over the other shots.

1; Add edits at the beginning and end of the video track above your shot.

2; drop an effect there, and "Alt/option" drop additional effects on top of that effect to get what you want.

3: Now you can select that effects stack (enable only that track, mark in and out around it) and either copy it into the source monitor (Alt/Option + "C" key) and paste over other shots. Or
If you want to use that stack again later, make a sequence out of it. While only that video track is selected, and in and out marks are made around effect stack, Alt/Option + click and hold in the program monitor, the cursor will change and you can drag to a bin. Now you have a sequence of just what you selected.
