Actually smart tools did affect it, much to my surprise. Steve Hullfish suggested it. When I used the regular red arrow segment tool and double clicked, nothing happened. When I used the red segment tool from the smart tools I double clicked on the effect icon and it applied it to the clips I selected on that track.
When I followed your advice and used the regular segment tool (not the smart tool red arrow) to select the clips and then COMMAND clicked the effects icon in the bin it also did what I wanted and applied the effect across all the clips I had selected.
Thanks for your help. It will save me a lot of time.
