I agree:

Long ago, I'd found that many so-called QC 'engineers' think that the
vectorscope color bar boxes indicate maximum color saturation. They
are not the limit. The boxes indicate the correct amount of
saturation for 75 percent saturated color bars. But it seems that
many think saturated colors should not exceed their corresponding
vector box. I don't know how many times I've had to correct their
thinking.
