Our approach is very informal. Whenever I come across something useful, I share it. I encourage the staff to seek out tutorials during slow times. I keep a library on our NAS of resources - tutorials, free project downloads, etc...
I have recently proposed that we buy a shared Lynda.com account that could be used throughout the office - for video and office-type programs.

What approaches are common for staff learning new software, updates and such? What are the expectations of facilities employees? Is paid time set aside during the week for "enrichment", or is it the responsibility of the editors to keep up on things? How is the situation different between incremental software updates and a total platform switch (FCP to MC for instance)
