I've run into a similar issue when dealing with FlipCam footage. The clips were true 30 and would not allow us to add a tape name because the project was 29.97. Tried using QT change to alter the speed but it didn't work and QT change prompted that the speed change was not recognized by some NLEs. Cinema Tools was not an option because it was not an I frame codec. Does anybody know of an app that will allow you to alter the .mov frame rate in a manner Avid will recognize. Does Clip Wrap do that? Sounds like you are having a similar issue because of the way DVCPro HD records 59.94 frames with pull down so even though there are only 23.976 unique frames Avid sees all 60 when it comes to adding a tape name and rejects it. Perhaps you could open a matching project 720/60 and modify the tape name in that then open that bin in your 23.98 project. Just a thought.
