I would transcode to 175x in the 59.94i project, then go to the 23.976 project and cut it in.
If you transcode the 59.94i footage in the 23.976p project, you are changing the framerate during the render, and you would have no control over it in the sequence anymore.
After you're done, you can render the motion adapters and/or timewarps.
