The only thing that keeps Symphony 'special' is relational CC. Would they allow AVX CC plugins to access the source metadata, then those plugins should be able to pull it off too, I reckon.

So my bet is that Avid is going to artificially limit these 3rd party CC plugins for as long as possible. In fact making the product sub-optimal for its end users, in favor of clinging on to an old business model, hoping to be able to keep selling this one metadata feature to users that need relational CC.

The more I think about it, the more I think they should kill the artifical separation between MC and Symph. Why not let stuff like CC for companies like Baselight, rather than spending Avid R&D money on inventing the wheel? Let Avid spend their time on opening up AVX so Baselight (and others) can use it to build on the MC base? Everyone would win, and the resulting product could be a killer.
