Generating a matte is what separates Ultimatte and Spectramatte from a regular chromakeyer.

At any rate, the difference is subtsnatial and not every color correction package uses a matte keyer vs. traditional chromakeyer. I am not defending Avid's lack of proper toolsets here, only pointing out that that you can soften the selection in secondaries even if that isn't what you are looking for.
