Of course it does. Not with all equipment out there, but editing systems, monitors and and higher end HD decks (as well as anything file-base) will handle 24 just fine.
If you use 23.976 in a PAL environment, well, you basically can't. You can't do playouts to PAL recorders (standalone DVD-recorders come to mine) then (unless you own Symphony).
Using 23.976 makes sense in the 60Hz world, NOT in the 50Hz world.
