Actually, it wasn't the shift key. I just didn't understand what key combination would allow me to assign the tab shortcut. I have it working on the both the top level and shift keys now. I just wish Avid would do a better job of documenting this function; it's really quite a good thing.

Yes! The shift key was the issue. I experimented, and holding down the option
key while pressing the mapped tab key assigns a CC tab to it.

How you describe what you WANT to do IS how they SHOULD work. Try it WITHOUT the
shift modifier. See if you can get it to work on a "clean" key.
If not, try creating a new keyboard setting in your user setting. I, for
example, have a keyboard setting that I ONLY employ for color correction.
If THAT fails, then try to start with a fresh user. It's possible your user
setting is corrupted and you don't know it.
