It's like a $300 upgrade- and If you do it now, I think 5.x is
included when it's released.

In 4.0, basically anything goes- but the timeline plays at the
project framerate and size. (you have to make another project to
capture other frame rate/size, but then just open the bin from your
final project. Full disclosure- I have not done your specific
workflow, but close enough. MC automatically applies a version of the
motion effect. If you don't like the way it looks you can crack it
open and change the settings.
