As Greg said, Avid automagically adds the correct motion to make your clip work in whatever timeline you add it to. You still work within a framerate based project. In other words, if you are working in a 29.97 project, and you open a bin of 23.98 clips captured in a 23.98 project, you can just edit them in the timeline and it will apply the proper motion.
Unlike another NLE we are all familiar with, Avid actually does this correctly. So adding a 23.98 clip to a 29.97 timeline results in 2:3 pulldown. Going the other way, putting a 29.97 clip in a 23.98 timeline is just miraculous. They are using the fluidmotion effect, but without the heinous render that we are used to using fluidmotion. It works in RT and I still haven't gotten over how good it is.
